Exclude /downloads/ folder from transcode cleanup
...
- Skip downloads folder in DeleteEmptyFolders
- Prevents 'Device or resource busy' error on server startup
- Downloads folder is preserved for progressive download transcodes
- Old files in downloads are still cleaned up (>24h), just folder stays
